Assigning : .ASIA domains are reserved to physical and moral persons having at least one contact (owner, administrative, technical, or billing) that has legal residence in the Asia zone.
If you do not have such a contact, Gandi has a partner in Australia that offers for free to provide you with a technical contact at the registry.

Procedures

Renewal : up to 1 day before the expiration date
Disputes : http://www.icann.org/udrp/
Transfer (change of Registrar) : you need to unlock the domain, recover the authorization code, and then launch the procedure at your new registrar. A Form of Authorization (FOA) is then sent to the e-mail address of the current domain name owner. On average, this procedure can take from 1 to 10 days.
